We commit to: Promote woman-centred economic development. Mainstream gender, youth and disability issues in programmes. Expand government spend on women, youth and persons with disabilities through preferential procurement. Develop and implement programmes to expand access to and ownership of land by women, youth and persons with disabilities. Creating a conducive environment to support industrialization and employment of youth and women owned enterprises.
We commit to: Broad-based Black Economic Empowerment & review of the financial sector to encourage equity. Sustainable land reform through redistribution and tenure reform. Improve representation on the designated groups across occupational level. Develop and implement programmes to expand access to finance, incentives and opportunities for women, youth and persons with disabilities-led and owned businesses.
We commit to: Allocating US $79 Million to fight against gender based violence. Allocating a conditional grant to the value of R 591 269 097 to employ 566 scholarship graduates over a period of three years. Growing the District Health Services budget from US$ 6.5 Billion in 2019/20 to US$7.1 Billion in 2020/21 and to US$ 7.7 Billion in 2021/2022. Growing the health sector budget for Compensation of Employees from US$ 9 Billion in 2019/20 to US$10 Billion in 2020/21 and to R160 588 billion in 2021/22.
We commit to: Finalising and implementing the National Quality Improvement Plan for the health sector. Strengthen and sustain the health sector’s Ideal Clinic Realisation Programme. Implement the Human Resources Strategic Plan to increase capacity to deliver quality healthcare. Improve access to healthcare by vulnerable groups.
We commit to: Eradicate absolute poverty – from 39% of people living below the poverty line of R419 (2009 prices) to zero. Reduce unemployment rate to 6% – by creating 11 million more jobs by 2030. Significantly reduce inequality from 0.69 to 0.60 gini coefficient through a range of policy interventions.
We commit to: Development of a National Strategic Plan (NSP) on gender -based violence and femicide. Immediately set up an Interim Structure, establishing a national, multi-stakeholder Council. Adequate resourcing of Thuthuzela Care Centres, sexual offences courts and shelters. Development of a Code of Conduct to hold accountable the Political, community, family and business leadership. Elimination of all forms of discrimination and violence against women and children, through the dialogues and engagement of men and boys.
We commit to: Promote protection of human rights and the rule of law for the vulnerable groups such as children, older persons, youth, women, and persons with disabilities.
The South Africa government will expedite the finalisation, promulgation and implementation of the National Health Insurance (NHI) Bill 2019 to provide access to good quality health services for all South Africans, based on their health needs, and not their ability to pay, as envisaged in the National Development Plan 2030.
We commit to:
1. Establish funding support mechanisms towards improved quality and quantum of investment and job creation that also contributes to spatial transformation and spatial justice objectives, informed by regional dynamics.
2. Develop National Spatial Development Framework Implementation charter.
3. Develop detailed implementation plans for each of the NSDF priority action areas
4. Foundational work to enable shared spatial evidence and accountability mechanism in line with the NSDF.
5. Identification of existing towns and cities for refurbishment and transformation into smart cities.
We commit to standardise welfare through developing a core package of social welfare interventions including an essential minimum psychosocial support and norms and standards for substance abuse, violence against women and children; families and communities.
In order to intensify efforts for the full, effective and accelerated implementation and funding of the ICPD Programme of Action as an integral part of the Sustainable Development agenda, the Government of the Republic of South Sudan commits to fully implement the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan, silence guns and bring sustainable peace as a foundation of any meaningful development.
The government of the Republic of South Sudan commits to the overall goal of zero preventable maternal deaths by 2030, and will take the following actions:
1. In partnership with Development Partners, Faith Based Organizations and Civil Society Organizations, train (in compliance with international standards) and deploy more 3,906 midwives to fill the gap, to ensure every woman is attended to by skilled personnel by 2030.
2. Establish, by 2021, an effective mechanism for Maternal and Peri-natal Death Surveillance and Response at all the National, State and County hospitals.
The government of the Republic of South Sudan commits to the overall goal of zero unmet need for family planning information, education and services and the availability of modern contraceptives. To achieve this, the government will ensure:
1. Achievement of 10% Contraceptive Prevalence Rate for modern methods (mCPR) by 2020; and 30-40% by 2030,
2. By 2021, all the Health Facilities including Hospitals (County, State. and National), PHCCs, PHCUs provide Family Planning Services and Adolescent/Youth Friendly Sexual Reproductive Health information and services and
3. Provision of age-appropriate life skills and sexuality education in all primary and secondary schools, as part of the curriculum, by 2025.
The government of the Republic of South Sudan commits to the overall goal of zero harmful practices, including child marriage. To achieve this, the government commits to ensuring that:
1. By end 2020, all states have declared and put in place mechanisms to End Child Marriage;
2. In partnership with Civil Society Organizations and Women activists, amplify women and girls’ voices about Gender Based Violence in all communication avenues;
3. Free sanitary pads are provided to all eligible girls in primary and secondary schools in both rural and urban areas by 2025 in a bid to improve menstrual hygiene and ensure school retention for girls; and Tax exemption is granted to sanitary pads manufactured and/or imported into the country to make them more affordable to girls in low income households;
4. The Women Development Fund is established, by 2021/22 FY, to provide resources and skills to accelerate women’s empowerment.
