Albania commits to: 0 GBV including harmful practices, 0 unmet need for FP, 0 maternal deaths.
1. Increase financing for reproductive, maternal, newborn and adolescent health by increasing budget allocation by 30% by 2025 through Gender Resource Budgeting;
2. To intensify efforts to achieve universal access to sexual and reproductive health as a part of universal health coverage by strengthening national cervical cancer screening programme and establishing breast cancer screening by 2020;
3. We commit to strengthen multi-sectoral response to GBV and GBV Referral Mechanism and make it functional in all 61 municipalities of Albania by 2022;
4. Increase the budget for social services through GRB initiative, and especially the domestic and gender based violence survivors by 25 percent by 2025;
5. To develop and endorse the Law on Gender-based Violence by 2021;
6. We commit to implement the National Action Plan for Elderly 2020-2025, by allocating respective budget and monitoring its implementation step by step and make the necessary legal provisions by 2023.
7. We commit to improve quality of youth friendly services within the basic package of primary health care, through dissemination of standards, guidelines and protocols, capacity building of providers and reaching out young people with information to increase demand for these services by 2025;
8. We commit to approve the Youth Law by 2020; to scale up and implement comprehensive sexuality education nationally by 2022.

Parliament commits to endorse the Law on Gender-based Violence by 2021; Parliament commits to support change the legal age at marriage for girls to be at least 18 years, by no later than year 2022; Parliament commits to support necessary legal changes by 2022 to ensure implementation of Action Plan for Elderly 2020-2025.

Reduce preventable maternal (MD) and neonatal (ND) deaths by 2030 to less than 20 MD/100,000 live births (57.7 in 2016) and to less than 10 DN per 1000 live births (17 in 2018). By implementing the mandatory declaration of pregnancy and ensuring its follow-up; audited all maternal deaths and identify preventable causes; upgrade providers; standardize care structures.

End unmet need for information, education, communications (IEC) and family planning services. By 2030, every polyclinic integrates IEC and counseling, and offers at least 03 modern contraceptive methods.

Continue supporting the implementation of policies and programs that take into account gender equality and women's empowerment considerations, with a particular focus on access to employment for women.

Strengthen the implementation of strategies and programs to combat and prevent all forms of violence against women, children, the elderly and the vulnerable.

Continue efforts to finance programs dedicated to maternal and child health, young people and adolescents, the elderly and those in difficulty (recruitment and training, infrastructure, equipment and medication supplies, including contraception).

Continue to integrate demographic dynamics, including migration, considering the aging of the population in development planning, particularly at local level, based on accurate and reliable data.

Take care of the needs of young people by ensuring their economic empowerment, their social participation and their individual development (professional integration and employability through training).

Set up a national database on population and development, disaggregated at the local level.

Prevent gender-based violence in humanitarian contexts.

Ensure access to sexual and reproductive health services, including HIV prevention during humanitarian crises.

Expand opportunities for rural women to increase their educational level and to participate actively in the development of the country.

Expand the possibilities for women and young people to make their own conscious decisions and choices regarding their sexuality and their sexual and reproductive health;

Improve multisectoral mechanisms to better respond to the country's needs in Reproductive Sexual Health and Rights.

Contribute to providing the general population with access to training and information on gender equality and women's empowerment, with emphasis on civil servants and civil society.

Promote youth participation in policies and programmes development.

Provide systematic information to report on policy and decision-making development in the field of sexual and reproductive health, gender equality and adolescents and youth, including in the context of humanitarian crises.

Define and implement evidence-based public policies such as the Population Census, demographic studies and surveys.

Integrate population dynamics into the formulation, implementation, monitoring and evaluation of policies and programs for sustainable and inclusive development.

Accelerate the operationalization of the National Population Council with multisectoral and multidisciplinary participation.

Adopt a Population Policy in Angola.

Foster the benefit of the demographic dividend through investments in health and wellness, education and skills development, job creation and entrepreneurship, promotion of rights, good governance and youth empowerment, following the recommendations of the Angola Demographic Dividend Study.

Ensure that the State General Budget is gender sensitive.

Ensure budgetary resources to guarantee the acquisition of commodities for family planning;
